I also find Lilah's character more complex and intriguing - but I think in part that's because the actress who plays Fred sux way worse than the actress who plays Lilah.
And who thought cutting Cordy's hair was a good idea? They even made a joke about it in one episode when Fred cast that spell which caused everyone to lose their memories. Cordy was "OMG - BAD HAIR!" She looks like a soccer mom.
